Biography

Jessica Fulton is an economic policy consultant and thought leader with nearly 20 years of experience advancing public policies that improve conditions for marginalized communities. Her work sits at the intersection of race and economic policy, with a particular focus on identifying and promoting strategies that strengthen economic outcomes for Black households and families.

Fulton is an independent economic policy strategist who advises clients on economic policy analysis and produces research on issues affecting economic outcomes for individuals and families in the United States. She previously served as Vice President of Policy and Interim President of the Joint Center for Political and Economic Studies — America's Black Think Tank — where she led teams advancing workforce, economic security, and technology policy. Earlier in her career, she held policy and outreach roles at the Washington Center for Equitable Growth, the DC Fiscal Policy Institute, and the Chicago Urban League.

Her expertise has been featured in MSNBC, NPR, The New York Times, the Associated Press, Essence, and The Grio. Fulton also serves on the Advisory Board of the Sadie Collective, which works to increase the representation of Black women in economics and related fields.

Fulton holds a bachelor's degree in economics from the University of Chicago and a master's degree in economic policy analysis from DePaul University's Kellstadt Graduate School of Business.
